Does anyone know the diameter in feet or meters of the inner circle?

Curly,

Don't know the diameter, but the second circle is almost exactly the same diameter as the P-51's wingspan.  On this page (http://www.netaces.org/ahweapons/weapons.html#title) is a picture of a P-51 at d200 superimposed on the target at d200, both at max magnification.
