Title: OZkansas city hardness

Dropped 500Kg bombs from ju88.  4x3 direct hits on city on dividing line between 3,8 and 4,8 but only 2 buildings destroyed.  This just can't be right.

After flying two sectors I get a message another city building destroyed to make a total of three.  Sill not right.
