a friend of mine called...says her computer won't shut down.
would you look at the power supply, first?
then, look into Windows possibly being the problem, second?

Check the device manager if Win98 or the comparable newer OS thing like Device Manager and see if any hardware is giving a indication of a problem. Any recently installed software or any recent changes? I had a similar thing with the 'shutdown' just hanging like it was waiting for something. In my case I had disabled my USB hubs and it wouldn't shutdown until I re-enabled them. Of course it wouldn't be bad to check for nasty virus, addware, etc. stuff. ALso double check the stuff running in background, again using Win98 as example, with the Ctrl-Alt- Del thing to see whats running.
If win 98 and all else is ok, there was a small patch I tried for this. In my case it was the USB hubs so the patch didn't help at all.

What OS is she running, need to at least know that to try and help.

also find out if it has a shutdown Sound added to it ..Ive had that happen befor when i added a long wav file to its shutdown .
look for running programs that may hang it up to ... a file share type program .. or it may have a bug thats stealing/using it for bandwith .

what about the computer not restarting. when i go the the start bar, select shut down, and then select restart the computer it will shut down but will not restart. the power button will be lit but will not start up. i have to hold in the power button to shut it completely down and then hit the power button to start it. what could be causing this problem?
