A friend and I were talking last night and the subject of Yasser Arafat being flown to France for medical care came up. From this, an idea came up that we thought would be a great international law.
Basically, the law would say that a leader of a country could only recieve medical care in the hospitals within their own country's boarders, and only by doctors that reside in that country.
The reason for this of course would be to force these world leaders to concentrate some efforts on improving a country's infrastructure, schools, medical facilities, etc.
If the leaders cannot get good medical attention in their own country, it's their fault and they should be forced to live, or die, because of it.

It would be unless you have had a greater power that has basically destroyed the country you live in and reduced you to living in a compound for the last few years.

Google just about any Arab nation's education statistics. See how many Medical Doctors, engineers, or most any useful study graduate vs. post-graduate degrees in Islamic studies.
That's probably why Arafat is being treated in France.
