Whats the point of getting perk points if they go towards nothing?

one of my squadies observed that they went on fighter perks.

been trying it all morning and got around 100 perks in a buch of sorties...  no points went to any catagory.  Thought they used to go to vehicle.

Maybe they can be used so you can move up from a 40MM to a 5inch gun?

are we getting perks for gunners yet?  is it mistake or design?
