How many bases must the loosing country be down to for a reset to occur?  I thought I heard only 2 (and I'm assuming their HQ is NOT included in that number)

From the HTC help section:

Winning the War

  The war is won when any country is reduced to one field.  At that time, the arena is
  reset and the country's territory is randomly chosen for the next battle.
