Anyone know if there is a program out there that you can install into your browser or just in windows?

Yes, it is "Microsoft word".  The spellchecker in Outlook Express is run by Microsoft Word.  If you use both of these and it still does not work, you have to uninstall Microsoft Word, then reinstall it.  I just had to do this last week.  It works fine now.
