Has it been disabled ?

Seems to be a long time since i recall seeing any.

Any type would be good , solid or the wispy stuff.

Clouds are built into the terrains, but not all terrains have them yet.  I believe they are gradually being updated with them, but HTC had other priorities first.  :)
