I'd like to suggest an idea that may encourage more people to plan and join missions. Currently if you take the time to plan an entire mission with routs, altitude, assigning targets, perhaps staggered departure times from multiple airfields, all possible with the current Mission Builder in AH2, then you beg and plead with your fellow Bishops, Knights, Rooks, what every side you are on, to join. Then you wait for the mission start time just to find out that at departure time, aircraft listed in your mission are no longer available due to ENY. I’ve experienced this 5 times in the last few weeks.
Could the ENY check be performed at the time that the mission is submitted. That way people will know that the aircraft or vehicle assigned in the mission is available. Like wise, slots selected in a mission should lock the ENY value for that aircraft/vehicle for the duration of that mission. When a mission planner submits his mission if an aircraft or vehicle fails because of ENY, this gives the planner time to edit the mission and substitute available aircraft.
One other item that I know I would like to see added to the Mission Planning tool currently available in AH2 is a way to enter and name way points. Currently when you create a route with several way points ( and the Mission Builder does a nice job of providing headings and laying out the routes on the Knee Board) the problem is all the waypoints are the same and unlabeled. It would be nice to be able to label meaning full waypoints, like IP, rallying and rendezvous points.

Starting to think that non-perked GVs should be exempt ENV restrictions.
Try defending a base from Tigers when M8s are the only thing available. At least that would give people Panzers.

It was not my intent to exempt any vechicle be it Aircraft or GV. ENY although somewhat erratic in it's effect, by that I mean, if you can't get a P51 because of ENY, just wait a second and try again, sometimes that works, depending on the time of day in the different time zones. to me ENY adds the element of short supplies or over streached supply line, a very common occurence in a war zone. I'm just saying that for Missions, the ENY rule should be applied when the mission is submitted by the planner, not when the Mission starts. If there is a problem due to ENY on a vechicle in the Mission the planner can make change during the planning phase. The ENY rule still applied. But I do see your point about the M8 Vs Tiger. But if you had 20 M8, hitting and running, the Tiger wouldn't stand a chance. But that would take team work.
