I see the report as a (somewhat) biased attempt to improve our communications (and thereby our image) with other countries.  The result of this kind of study is a foregone conclusion, when you factor in that they are TRYING to find problems in the area of interest.  If they found none, they would not be able to justify the whole effort.

Guys, this comes down to one statement:

"If we sold ourselves better, everybody would like us."

That is naive, and incorrect IMO.  A bunch of communications specialists got together, and decided we need a new communications beaurocracy to improve our propaganda!  What a concept!  Government jobs for professional spokespersons!  Staffs!  Editors!  Power over the words and statements of others!  

A crock.  That's what it is.
