Hi, been wondering about this and can't work it out:
What would be the difference between editing the video8.cfg file to my monitors refresh rate and hitting the vsync choice on video card setup?
Would I be wrong in thinking that both would set frame rate to <= monitor refresh rate and so elimate rubber bullets?
Only ask as vsync is global, only need it in AH.

Why bother to turn Vsync off? Whatever reading you get of fps is false if its above your monitor refresh rate anyway. If your monitor is set at 60 hz, your screen will only display 60 fps, regardless of how many fps it says you are getting in the game. Your video card can pump out 200 fps, and it wont do you a bit of good if your monitor cant support a refresh rate that high. Only thing it would tell you is that your video card isnt working very hard to render whatever is on your screen.
