My brother has Win XP Home and using IE when he clicks on an embedded link that should open a pop-up, it won't open. The screen blinks and nothing happens. He's left on the same page.l
For example, on the Best Buy site he was trying to open the links that will give you a printable rebate form. Absolutely nothing happens.
Also, in Outlook Express, when he click on a website link that someone puts in an email (underlined in blue) the same thing happens.
We've gone over his Internet Tools options and made sure they are exactly the same as mine and it still doesn't work.
Where do I look to fix this and what should I tell him to do?

If he's installed SP2 (and he should...) then IE has an inbuilt pop-up blocker. If so; you should see a yellow line under the menu line informing you if a pop-up's been blocked and what you can do to open it.

Turn his popup stopper off?
And while you're searching for the popup stopper tell him to right click on these popup links and click 'open in new window' instead.

He doesn't have SP2 but he has the Google toolbar popup stopper going.
The popup stopper wouldn't prevent him from clicking on a link in an Outlook Express E-mail and getting to it though, would it?

OE has it's own security features (such as they are) under the tools menu
tools/options/security
Depends what he's clicking on; but have a look there.
