Title: Why do gunner have an eny val of 50?

I don't get it.. ships gunners get an ENY val of 50 yet  I never get perks.  Shouldn't the ENY val be 0?  Used to get gv perks for gunning but now none.  Whatever way HT wants it  but I don't understand how the ENY deal works with this.

ENY was raised so gunners are never "blocked" by the ENY limiter like planes....

they also made gunenrs give no perks a while ago.
