What's the difference between he & ap rounds in panzer?

HE = High Explosive. Very destructive round made to destroy 'soft' targets (non-armoured).

AP = Armour Piercing. Made to pierce armour, the warhead is not as powerfull as HE ammo. AP seem to fly straighter and longer than HE rounds - ie get more distance from them.

What the Cooking Utinsil said plus.

AP is usually a smaller round fired using a Sabot, the reason AP is so good against hardened targers is because when it hits the tough steele it's kenetic energy causes it to fire a spuerheated jet of gas INSIDE the tank or whatever, the effect is similar to a frag going off into a tank.
