Title: Skuzzy or netguys, this good or bad?

I still get various IP changes, usually just the last group of the four, but I still regularly get the DNSName to change on my ping plots, hop 4 in particular. Good or bad and does Level3 also have a problem?

Nothing wrong with that.  It could be the same router with multiple IP's attached to one interface, or it could be load balancing in effect in conjunction with BGP routing (i.e. that router is busy so I'll route it through this other router).
