Honestly I dont understand how your govt works....but sounds to me like it was a reasonable bill with portections in place but was shot down either way.....Care to comment with some more specifics?

Basically any bill has to pass both Houses to become law (the Commons and the Lords), though if a bill fails in the Lords three times the Commons can use the
Parliament Act to force it through.
I don't see it as a reasnoable bill: what right has the Home Secretary to impose arbitrary restrictions on an individual based on his own recogniscance?

Pei, I don't understand the ways of South Pacific peoples either, but what did your Council of Elders say after they read the chicken bones?
And don't you have the right to challange your leader to a fight to the death should you wish to take over the tribe?
