I've had a little time to  read the other responses and to think.

Remember Lockerbie? After the bombing of Tripoli, Libya's terrorism virtually stopped - now it uses proxies. I suggest that a significant military response, both against the actual terrorists AND against the sponsoring government would bring about the required result.

That said, I think that Libya is a prime suspect.

Absolutely. Whatever country harbored these people is going to have hell to pay.

Any and all terrorist need to be hit and hit hard. All countries that give them safe refuge should be hit very hard also.  :(
