Title: Bombing Strat's

I was wondering Does bombing a countries Strat's actually do anything or are they there to pork us buff pilot's score?
 I watch a country with it's city at 50% still have everything spawn in 15 min's.I alway's thought every 25% a strat was down it add'd 15 min's to the spawn/rebuild time.
 Am I right or wrong on this?
