I believe it is a Kawanishi E7K-2 with the radial Mitsubishi Zuisei engine.

dude I have a pic of the Mitsubishi F1M and what you posted is not it!
the F1M has a single central float and smaller balancing floats close to the wing tip, and very different struts.

ok, thanks for confirming. the pic I had of the E7K was of the '1' version with a different engine, and also pretty low quality, so it was half a guess.
