Could anyone explain what causes distant terrain to take on a fuzzy shimmer effect on default settings?

found the prob - you have to set anti aliasing on without allowing programme to set it as it see fit.

Yes, but anti-aliasing will hurt your performance.

Not necessarily.  Yes it does affect performance, but if your settings are properly adjusted you can use 2x or even 4x on your AA and stay within your video card's limits.
