Hey, I found a receipt for a billion gallons of diesel and a whole bunch of 5 gallon water jugs...  Maybe they're making enough diesel-nitrogen bombs to pretend they have a nuke :)

Dig big hole as if they were going to detonate an underground nuke, but then fill it up with diesel and fertilizer.  Find a young martyr to drop in a lit flare right after anouncing the beginning of a glorious era in nukulear pOwAr!

It COULD work.
