I believe it refered the the 'Chirac Terror Threat Levels' of which there were 4..

1.Run
2.Hide
3.Surrender
4.Collaborate

It's my understanding the London attacks forced a move from level 1 up to level 2.

No they don't. Really. I've seen pictures. Folks always runnin' around in paris. never seen the place empty except in newsreel footage with an austrian in the foreground.
