If you stop to reload and ream, you should be able to change your current fuel and ordenance configuration, and always limited by the fuel and ammo available at the rearming field.

Currently, if you land at a field without ordenance and with only 25% of fuel you are still able to reload 100% fuel + DTs + bombs it that was your initial configuration.

The whole point to rearming is so you can effectively suppress a base, and still use it after capture. Most people do not rearm as a matter of course. Only after a base capture where they need to press the attack elsewhere.
