Yes you can.
Get to the device manager (Start > settings > control panel > system > hardware tab > device manager)
Click the "+" next to dvd/cd rom, then right click on your DVD drive and select properties.. you should see a "DVD Region" tab where can can change the setting. Supposedly this can only be done a few times, it tells me I have "4" changes left... but there are ways around this.

There are 6 regions. I can't remember them all, but Region 1 is North America, Region 2 is Europe, Region 6 is China...
Yes, it is a PITA but has always existed since the days of video. That's partly because US TV uses a different format - 525 horizontal lines on the screen. In VHF, Britain used to be 405 lines. UHF/colour took over in the late 60s - the PAL format, and is 625 lines. So it's simply not compatible with NTSC as used in the US, so your difficulties are not all down to commie crap instigated by studmuffingots. Speaking of compatibility, a studmuffingot here is a sort of meatball. Check this out (http://www.hillingdontimes.co.uk/leisure/food/foodfeatures/display.var.264665.0.studmuffingots_anyone.php).
However, on modern equipment, there should be no problem playing an out of region DVD. The incompatibility is built in. :furious
When you come to play an American DVD in Germany, you'll find it won't work. But you can fix it electronically without even touching your player. I got a gizmo from http://www.dvdchips.co.uk and using this device it took me about 5 minutes to convert my DVD recorder from being R2 only into being able to play DVDs from all 6 regions. :aok

PITA... People for the Intestinal Treatment of Animals?

There's 2 locks usually: 1 firmware, 1 in windows.
Overrides for windows are easy to find, while firmware I don't know much about, they aren't impossible to find either. Usual risks of firmware updates.

find a copy of DVD Shrink....
re-burn the DVD without the Code :)

go buy a $29 chinaman APEX dvd player - it plays everything

What Heater said. FWIW I back up ALL my DVD's after my kids busted the first three they were given while trying to get them out of their DVD cases. I now put the originals away and have no fear of more wasted $$$ as the kids handle the fifty cent DVD+R discs now. Anway shrink can make them "region free."

Is it just me or does DVD Shrink really degrade the picture quality?
I've played with it a little bit, but not enough to be an expert with it.

I use DVD-Idle pack on my PCs. The problem is that even if I get a region-free firmware for a DVD drive - Windows still watches the region changes. IIRC if you changed region 4 times - you can "burn" a new firmware into your drive and it will be OK with 4 more changes again.
Most of the modern DVD players have some secret combination of buttond on a remote control that turns off region check. It's pretty easy to find instructions for your player model on the Net...
Anyway, almost all DVDs sold here in Russia are multi-zone.
What I really like about DVDs is that DVD+/-R are the cheapest storage and backup solution.

" does DVD Shrink really degrade the picture quality?
It can when making a back up of a DVD9 disc to a DVD5 blank. In those cases since the kids just want to watch the movies I usually keep the quality as high as possible by making a movie-only disc. I will delete the menu's, games, previews and other junk prior to making a back up.
If you have a dual-layer burner then you can make much better, less compressed back ups of DVD9 discs.

DVD Shrink isn't gonna be able to do anything with the discs unless your DVD ROM can read that specific region. Your best bet is to get a region-free player, or see if you can find a way to remove the region coding on your current player.
