Holy crap that van was not messing around. I have to tell you the guy holding the camara has steel balls not to flinch at the impact.

From the disposition of the cars it looks like they were setting up a road block or a checkpoint of some type. Are those spike strips in the road on both sideS?

I love how quickly the cop changes his mind about going back to his car.  And then how both vehicles go perfectly around the car filming.

Spike strips don't just puncture the tire. They leave at least one or more small steel cylinders in the tiire to vent the air unsder a controlled loss rate. This holds the hole open and should do so with "slime" in the tire.
