Title: How can I make or find something like this?

Is this a woven fabric or is it something more?

anyone know if someone has a plain white or raspberry colored ribbon of 1/4 width thats similar?

Sure does look like shoelaces from here.  If not, would they work for you?
 Or try a sewing store for some of the cloth tape they use to wrap and reinforce edges.

It looks like fabric tape...  The question is, what is it supposed to be?  If it's just fabric tape for trim and stuff, go to a fabric store.  If it's something exotic like a high-strength shipping strap or parachute harness or whatever, then good luck 'cause the label doesn't use the same alphabet I use :)

Maybe kryzgstan or crapblakistan.

It's 1/4inch wide.

That may be picture of half inch.

But it's used for rank stripes on WWII soviet shoulder boards.
