on netaces, the guy keeps talking about wep?

i'm assuming it's short for war emergency power, but i can't figure out how to use it. any help?

Edit: Not all planes have WEP. P40B, both a6ms, both Yaks, and most bombers dont have WEP. Also, the amount of WEP (boost and time until engine overheats) differs for each plane.
