Title: Why have maps that destroy frame rates?

Something must be up with certain maps
on some maps I run around 80fps or better and some I am getting 15.
Go to h2h and I get 140 or more .
Is there any way to get this steady through out all maps with out spending $2000.00
I have,
pc
xp
p4 3.0ghz
1gb ram
Ati 9600xt agp video card
Creative sound balster 24 bit
Dsl connection
I do not think my system is all that bad.

any ideas?
I have turned down eye candy for performance and still run about the same.

it has to do with how many players are in the area ,latency's,and server  .

 happens to all of us so a bigger badder pc wont really help.

Mine is 3GHz, 1GB, X800SE, Audigy, WISP and my framerate is 75 to 40 generally. With all eye candy at max.
