actually it is a national radio show that calls people with this dumb stuff. usually the mark is "set up" by a friend who gives their name and number to the show.

The radio guys are "Cramer and Twitch" they used to be in Detroit, but were canned after some of there pranks.  I loved them dudes funny as hell.  
They used to do what they called T.O.T. = Throw'em Out Thursdays.
