I too am experiencing this problem. Normally, I have a very stable connection (DSL). Seems that I can make a pass or two on a town, but then will shoot "rubber bullets". A few seconds later, I CTD. My variance and network delays are always low, and I always shut down any background programs that aren't needed. So. Where do I go from here?

Well, I figured it out, at least this fixed my problem. I simply changed over from a USB connection between my DSL modem and PC to a LAN card setup. V & D are about the same, but they were always low anyway. One perk is that I seem to have a bit more speed overall in regards to up/down loading.

TRy capturing that on film and send it to Skuzzy. Maybe add a dxdiag.

Its the second time i hear about that "bug".

That would do it.  Losing power to your USB or having power fluctuation on your USB is fairly common.  That and the limitations on the amount of information you can move via USB are good reasons not to use it for your internet connection.  Its in the sticky Skuzzy put up.  USB modems and/or routers are a no-no.
