How does the Euro work?

Economically, how are things sorted out among the involve countries?
Who prints it?  
Who controls it?
What's to prevent country A from setting wages and service costs 3X as high as country B and therefore increasing the spending power of its citizens?
How do the governments spend big money without diminishing the Euro value in general?

Eskimo...  To awnser your specific question, the european cenral bank controls it. Even if a country decide to raise wages/prizes, this will directly be compensated by the export drop of that country...
