It's a baby mop. The baby's clothing has the material of a mop attached to it, so when the baby is crawling around the place, he's actually doing the mopping too!

Personally.....

If I could only convince the women's Olympic curlers to come to my house to do the sweeping.....Now that would be practical!!!
