when you look at that list, you can't help but think it should be almost twice as long.

How is the cost figured? I see it changing if I watch the hangar for a few minutes.

Is there a "base" cost?

There is a fixed cost. What changes is the multiplier, if one team (*cough*rooks*cough*) has way more players, it will cost more for them and less for the team(s) with less players. It's an incentive to join the lesser side (consequently, you earn more perks per sortie as well as have to spend less on perk rides, if you are on the team being outnumbered).
