Inspired by the Bus Crash Thread...
If you think about it, how often do you see high-tech gadgets in general public areas? And if you do see them, how often do they actually work?
A couple years ago, a few super markets were putting calculators on the handles of their shopping carts... Most of these calculators were smashed or non-working within 2 months.
A couple years ago, a local gas company put a digital display of fuel cost and gallons pumped right on the nozzle head... These were removed after being repeatedly broken.
Ever notice how most in-store "test station" or "Try me" displays are broken?
For the same reasons the above are the way they are, there are no seat-belts in public busses. It would just be a matter of time before the vandals ruined them enough and the bus companies got tired of fixing them.

Teens and people like to destroy things to see what happens, I guess. Many teens think it's cool to destroy or vandalize things. (grafitti and the like)

Hmmm, I'm currently a senior in Electrical Engineering myself. Here at OSU one of the favorite sayings is something slightly modified from an Albert Einstein quote:
"Mankind is in a race to build better, faster, and more idiot-proof machines. The universe is in a race to build better and faster idiots. So far the Universe is winning." (http://bbs.hitechcreations.com/smf/Smileys/default/biggrin.gif)
Coming from an engineer this may sound a little strange, but I actually get annoyed with people who seem like they live to flaunt their high-tech toys in public. I know people that purposely have people call them on their cell phones during movies or class because they think it is cool. (http://bbs.hitechcreations.com/smf/Smileys/default/frown.gif)
