So this on the History Channel just now.
AMAZING stuff!!
Looks like scale mail armor only made from ceramic/kevlar.
Supposedly, it is so effective it stops almost any assault rifle bullet(s).

Yeah, I saw that in The Hobbit. Every soldier has to guard the little golden scale in their armor, that's the weak spot.

To do that you should be standing very close, close enough that you could just shoot him in the face instead.

IEDs don't know how to shoot, just explode - beneath, above and to the sides of you.

If you are close enough to the blast for shrapnel to be coming up at you at 60 degrees, you are pretty much doomed no matter what sort of armour you are wearing I would have thought.

The U.S. DoD banned Dragon Scale armour, even if they couldn't get their own armour in to the boys in the middle east currently. It may not be sufficient for the DoD but damned if it's better them nothing at all.

Its actually +5 and has +10 protection vs flame. For 1000 gold pieces it can become enchanted adding up to +30 protection vs flame. If you know the right Elf in the woods to do it for you. See Glump the Dwarf for more info.
