It pretty much says that you can surf the internet when you have free time just as much as you can read a newspaper.
If you have **** to do, you can be fired for not doing it.

He had been told to stop surfing the web for non work related tasks, and he did it anyway. If it was Ohio, he would have been canned because Ohio is an employment-at-will state.

Our policy states we can 'surf the net' on our breaks or lunch, we can also use equipment to fix or build something, as long as it is within reason and not in excess. Besides, the IT nazis have many links blocked anyways, and routinly check what people are lookin at (not that I would go to an unauthorized site :o ). it's nice, I can check this bbs to see what everyone is complainin about :D .

Saying surfing the web is equivalent to reading a newspaper or talking on the phone, an administrative law judge has suggested that only a reprimand is appropriate as punishment for a city worker accused of failing to heed warnings to stay off the Internet.
Administrative Law Judge John Spooner reached his decision in the case of Toquir Choudhri, a 14-year veteran of the Department of Education who had been accused of ignoring supervisors who told him to stop browsing the Internet at work.
The ruling came after Mayor Michael Bloomberg fired a worker in the city's legislative office in Albany earlier this year after he saw the man playing a game of solitaire on his computer.
In his decision, Spooner wrote: "It should be observed that the Internet has become the modern equivalent of a telephone or a daily newspaper, providing a combination of communication and information that most employees use as frequently in their personal lives as for their work."
He added: "For this reason, city agencies permit workers to use a telephone for personal calls, so long as this does not interfere with their overall work performance. Many agencies apply the same standard to the use of the Internet for personal purposes."
Spooner dispensed the lightest possible punishment on Choudhri, a reprimand, after a search of Choudhri's computer files revealed he had visited several news and travel sites.
Martin Druyan, Choudhri's lawyer, called the ruling "very reasonable."

I was told I had free use, as long as I didnt download anything or look at porn. Of course they track any website visited off our network. So the computer in my office is on dialup. :)
If I'm not on the network they cant track me as easily. I still dont do anything I wouldnt do if I was using the broadband access, but its the principle of the thing.

This site was banned (link was blocked) for a while at work. I look at Bulletin Board posting or surfing the net much like a coffee break or a stress reducing amusement. If I am really busy, obviously there is no surfing the net or posting on a bulleting board.
However, in all earnest, posting (not in excess) does help build communication skills which are always valuable at work. People that can't communicate in writing aren't much use to an organization. Bulleting board posting could be considered a form of training and personal development. While that arguement may be much like Bill Cosby's explanation to his wife about how chocolate cake and ice cream are good breakfast foods, it does have some truth. Overall, it depends on where you work and their policies.
