Is gimp a good skin making program?
-
What is "good"? It is a program. It can be used to create skins (specifically it has layers). Anything else is just a matter of mastering the software.
That is, unless it's got a really clunky and bad interface. Not that I'm saying it does, I'm just saying "all things being equal, they'll all get the job done".

I use gimp mainly because it's free and skinning is the only reason I would use a program like that, I can't justify purchasing photoshop etc.
Intuative it is not but from what I can tell it tends to follow industry standards on available tools and even to some extent how they are used in that catagory of application. Be prepared for a steep learning curve but everything you need to know comes with it, read the Tips and help file. I haven't used it much in the last year so I can't be of help to you in learning how to do things but I'm actually about to pull it out again to update my skin (B-17 Little Patches).
