Both kevor34 and myself have been experiencing this problem. I'm not sure what his system setup is, but I've got mine.
Any time we use a tank's main gun, we get frame rates so low as to make the game unplayable when looking at more than one tree. Zoom is set so that the black edges of the viewfinder are just barely in the four corners of the screen. Sadly, the Tiger seems to be the most affected by this.
Jumping to another gun position and zooming has little to no effect on the frame rate, even while looking at trees. If we jump in the main gun, though, frames drop to 3 or 4 FPS. Switching with the Shift-F1/F2/F3/F4 views has very minimal effect.
My usual average FR is 65.
1024 textures preloaded into RAM.

EDIT: Just looked at the video8.cfg file. What's with the card name? :huh

Your not alone with the video string. Here is mine for a ATI 9800pro.
In the actual video8 file that DVDVDVDVD is all on one line of text.
132352,VideoVersion
1280,Width
1024,Height
32,ColorDebth
1,DeviceCnt
DVDVDVDVDVDVDVDVDVDVDVDVDVDVD VDVDVDVDVDVDVDVDVDVDVDVDVDVDV DVDVDVDVDVDVDVDVDVRADEON 9800 PRO
0,MaxFPS
0,PixelShaders
0,VertexShaders
512,MaxTexSize
2159,OptionFlags
1.01,Gamma
I also do things that should adversely effect my performance but havent really noticed a hit.
Examples-
1) I have onboard sound chip, yes, I'm cheap, and I use Waffles custon sound pack.
2) Only have 512Mb of memory and have skins enabled.
I'm such a marOOn!!

Note: I found limiting to 60fps has made the last 2 ATI cards run smoothly. I have no idea why that is, though.
Could your video8 setting be causing, uh... stuttering? [groan  ]

The last patch introduced this for me also. In the past, HTC has corrected performance issues like this with another patch rather quickly.
I don't know the reason for the delay on this issue but I suspect that it's because the release of CT is getting close. That's a good thing, IMO, so for now it's something that patient people will live with and impatient people will complain about. Nothing wrong with either position, again, IMO.
