I believe it was the Terrain team, specifically Dux, that made it with input from the AH2TC.
Of course Skuzzy had to make sure t's were crossed and i's were dotted to put it on the server as is the normal routine for any Aces High terrain.

It was a direct collaboration between Dux and the Trainers.  I just put it up there for them.
