Is it possible to do one of the following to eliminate the taking of Fighter Towns and Tanks Towns?
A) Make the bases Country Owned.
B) Make the bases owned by a base near HQ. That way the war needs to be near an end when they go down.
If neither is possible, could you say why?
(Personally I don't fly/drive in either but it would stop alot of problems)

It is possible to place the town in some far corner, or e.g. near the HQ. That would make capturing the base more difficult, but then again, someone who knew where teh town is, could capture the base very unexpectedly.

... but couldn't the whole town also be placed in some far corner?

First let me say that everything I say after this is an opinion. I am not inside HT's or Pyro's heads and I know nothing about their plans....
With that said, I've stopped work on what terrains I have been working on. With the change to the arenas I'd say we're going to have some major terrain changes soon. By soon I mean by the end of the year, or beginning of next year.
My personal opinion is that this is the first step to the release of CT. It makes sense since they would need to separate the arenas by time periods for it work properly. IE: start your character in early war and work your way forward in time. And with that change, most of us have seen screen shots of the change in terrain objects.

It does not solve any problems. It creates far more problems.
