Is there any way to create custom gauges for panels? For example, if I wanted to change the panel arrangement of the P-47 to more closely reflect an actual panel. Not necessarily create gauges that display non-standard information, but change the appearance of, and rearrange the gauges that are already there.

You can change the appearance insofar as anything texture-related. You cannot change the location of the gauge... that's modeled into the plane.
-
Also, if you change the textures it will only show up offline. To see it online you need to submit it to HTC for their approval and inclusion into the next skins pack. That means it's got to be somewhat historical (but there's some wiggle room).

HTC wont accept guages or others textures for online use....only the base plane textures.

Waffle, is that new? Because they used to. I know a couple of the 190s I submitted have tweaked instruments (well, a couple of them)

You may be thinking of Kanttori's Karelia terrain, which by definition is an "online" terrain (SEA), but not an MA terrain. Big difference.
And those only replaced the default skins, not the server skins.
