Silly, I know, but when the clipboard is on its way up, if the clipboard passes under the mouse pointer, the tooltip stays up and with the mouse, even when the clipboard moves away to its final location.

Played with this a bit more, and it may only happen when one's pointer is off the screen. I keep mine parked at the bottom, and it certainly happens more often when my mouse is parked.
