is it possible to build a mac or a computer that will run mac os x tiger and mac software? and if possible would it be cheaper to build it or buy it?

Depends on what CPU, Intel or IBM / Motorola.. even then, you'll be buying used parts off e-bay, probably only find old G4 parts at that. You cant walk into Frys and buy the parts for a new OSX running 'mac'. BTW Macs are manufactured by Asus.
If you just want to dabble in OSX on the cheap, something like a dual cpu G4 thats maxed out on RAM will run OSX just fine. If maybe you're just bored with Windows, check out xandros Linux.. its free, user friendly, and sets up real easy to dual boot with XP.

Grabbed the free version of Xandros last night & played with it for about 3 hours.
I am incredibly impressed (and that doesn't happen easily)
I've tinkered with a variety of Linux variants from Red Hat, to Umbuto, and even QNX. None of them were as simple & easy to setup, and do things in. Xandros rocks!
