By this millennium I took it to mean since the start of the new millennium. By that standard the Beatles would not be eligible. I give my nod to Radiohead.

The Beatles were the band of the last mellenium. That doesn't rule them out for the new one unless you are only talking about bands that formed since the new melllenium or active bands.
The criteria wasn't specified. I say the Beatles.

The Beatles are a recent little speck in the millions of compositions of the past 1000 years. What of Egyptian slaves nodding to the groove of the whip on their backs? What about Beethoven and co? Pop stars of today are just mites in his eyebrows.
What of all the composers that never lived to get signed by modern labels? Imagine the thousands of artists who took their hors-d'oeuvres to the grave?
A few works of such genius minstrels from court harpsichords and cathedral organs forgotten have survived, such as this masterpiece (http://38.101.8.76/f3fb2829f0c9bf242a1b2f0d2428bd88/audio/Phenix_Fvnk_5.mp3).
