You cannot edit any map made NO res files.. Gota make your own map.

In other words, you can not edit the terrain's .res file. You have to have all the individual terrain files such as .elv, .oba, .typ, etc... So, unless you get the creator to send you the terrain files, there's no editing that terrain.

Alright, well can someone walk me through the basics of making a new one? That help file that comes with it is just way too confusing :(

I'd like to contact the person who has BOB04 map files needed for modifying it.  Can someone point me to him/them?  Thanks.

BoB04 was one of the terrains I made for the CM Terrains Team. It was purpose built and the next iteration of the terrain (BoB06) is derived from it. Because of that I'm not willing to put the source files for the terrain in the public domain.
However, the heightmap is a pull of USGS DEM data using Ogre's MapMaker utility and field placement is more or less geographically accurate, although some fields have been combined. I don't have the raw DEM data or Ogre's utility, but I suspect you can find both still on the net somewhere. The USGS has updated their data and format, and there are utilities linked to on their site that you can use to pull heightmaps out of their data.

Cheers,
asw
