I believe it was "v-sync off produces rubber bullet syndrome".

V synch OFF gives you better frame rates.
V synch ON is better because you don't get rubber bullets.
Use ON in my opinon.

For what it does, try reading this information. (http://www.benchdata.com/hints/vsync.html)

You want V-SYNC on when counting FPS . You can only "see" what your monitor produces
.....so you want to skew your video card to the monitor refresh rates to get the maximum from your card. In real life you can only see what the monitor 'shows ya' anyway.
At resolution 1280x1024, the monitor refresh rate, which is set by Aces High, is 85KHz...
so the best you can get with y-sync on is 85 period. So if you got 42 fps with v-sync on,
every other screen is what you would be seeing.
Their are other reasons to have V-Sync on.

Yup, I'm gettin' old mem lapses too.
Can't recall the path to "V-sync" option.
Using Win98 on one puter.
Also WinXP on newest.
Would appreciate both paths if different.
Thanks in advance.

It should be someplace in the advanced properties for your video card.
Try this on either OS:
1. Right-click on the desktop (in a blank spot with no icons) and choose Properties.
2. From the Display Properties dialog box, choose the Settings tab on the far right.
3. In the settings tab, there should be an Advanced button at the bottom right, press that.
4. From here it depends, but often there will be an "adapter" tab with possibly another "advanced" or "settings" button.
