I'm runnin' a geforce 2 gts/pro with the 12.41 driver, how do I turn on vsynch?

By default v-sync is ON

If you do not use any tweak programs for the card, and haven't turned it off, don't worry about it.

I'll look when i get home, but i don't think you can turn it off without a tweaker.
