I have reported this in a BBS "bug report" but I thought everyone may want to know about this.
Note that there are two Radar Factories(1 S of P17 & 1 NW of A13). There is no Refinery Facility on this 1/3 of the map. I am sure HTC will change it very soon but until then be aware that the Refinery component of the STRAT in this vacinity does not seem to work.
