Title: Remove time restriction for Country with lowest numbers

Regarding 'Change Country'.

If the arena is in an unbalanced state:

High country is locked.

Middle country gets the time limit.. should probably raise it over 1 hr.

Low country can be chosen anytime.

You already can not change to a country that does not have a 0.0 ENY.

And if you are in the waiting list, you can always change to the low country, no mater what you change country time is.
