i think he is saying the govt gives local cops lots of military toys to play with.

One of the biggest fears of libertarians and individualists is that the socialists may get their wish and not only disarm the citizens but at the same time...  form a federal "police force"  that is in reality just a federal military presence in the states.

It is what liberals, socialists and taxi riding blue city folk want.
